Meet Our Doctors
Dr. Blackburn has over 15 years of optometric experience. He received his Doctorate in Optometry from the Pennsylvania College of Optometry in 1994. In his experience, he had the opportunity to work with Dr. David Silbert, a pediatric ophthalmologist, and Dr. Eric Singman, a neuro-ophthalmologist, at the Family Eye Group. At this practice, he was able to see many children and adults with a variety of medical and ophthalmic conditions such as traumatic brain injuries, stroke, and Lyme Disease. He also was able to work with children with Down Syndrome, dyslexia, and learning disabilities using a multi-disciplinary approach. He co-managed patients’ diagnoses with occupational, physical, speech and language, and cognitive therapists and also neuro-chiropractors.
Delaware Vision Academy was first built in 2004 to provide the community with a family practice that specializes in behavioral optometric services and patient education. Even though Dr. Blackburn is required to complete a specific amount of continuing education credits, he has always gone far beyond what is necessary in his field. He believes his continued education and learning has led to DE Vision Academy’s success and has kept him abreast of the certain changes of his profession in optometry. He is an active member of the College of Optometrists in Vision Development (COVD), Neuro-Optometric Rehabilitation Association (NORA), American Optometric Association (AOA), Delaware Optometric Association, and Pennsylvania Optometric Association. He also offers education seminars with the Brain Injury Support Group of Delaware and the Brookside Lyons Club. He is the Director of Delaware Special Olympics’ Opening Eyes program and a consultant to schools including Tall Oaks Classical School in New Castle and Newark Charter School and offers training seminars to many local elementary schools throughout Delaware and Pennsylvania. He is the Delaware Leader for the InfantSEE® program which provides exams to monitor early ocular health and development in babies.
In his spare time, Dr. B enjoys working and gardening at home, watching movies, being with his family, in-line speed skating, rooting for the Buffalo Bills, vacationing and traveling, and, of course, working with his patients. He is married and has three wonderful children.
